Research
There is a website: www.city-data.com that has a lot of data on cities in the United States. Unfortunately, they don't have a decent search mechanism, so I slurped all of their data into a database and built one.

My criteria was fairly simple:

  1. Lots of sunshine
  2. Mild temperatures in the summer
  3. Mild temperatures in the winter

I also factored in low wind, population, and a few other factors.

The winners:

An .html matrix of cities and values that may by of interest can be seen here. Most of the cities referenced are at higher elevations, thereby making the summer temperatures reasonable at the expense of some snow. 50 to 100 inches of snow in a year is acceptable to me.
